Expressing concern
over the continuous human rights violations in Kashmir, arbitrary arrests by
police, killings of youth, the participants said that administration is suing
every dirty method to dislodge people from demanding right to self determination.
The participants said such tactics have failed on the past and would meet the
same fate in future as well.
The executive
council meeting was attended by executive council members including Prof. Ab.
Gani Butt, Mukhtar Ahmad Waza. Bilal Gani lone, Agha Syed Hassan Al

Jammu and Kashmir People’s league Chairman Mukhtar Ahmad Waza today a
led a delegation of senior hurriyat leaders and party leaders.
Delegation comprising of People’s Political party chairman Mohammd
Musadiq Addil, Eng Fayaz ahmad, zahid zahoor ,yasir ahmad ,shabeer
ahmad, ab majid wani, Gh hassan,farooq mamoosi and other, paid glowing tributes to
martyrs of shopion imam shab , Aabas Reshi who laid their lives
before couple of days for the freedom of Kashmir.
Scores of youths assembled at different three locations of shopion
imam shab outside the residences of martyrs raised slogans in favour
of Islam and freedom they raised slogans against Indian and it’s
illegal occupation. Waza while addressing the gatherings reaffirmed
that the martyrs mission will taken to its logical conclusion.
He said that martyrs of kashmiri youths centre staged Kashmir issue
however he decried the double standards of international community in
supporting peaceful resolution of Kashmir issue. He said that
international community is watching the bloodshed done by the Indian
authorities silently that can lead to destruction not only for India
and Pakistan but for the whole south Asian region. He again appealed
once again especially United Nations organization (UNO) to implement
its resolutions on Kashmir and pressurize both the countries for the
peaceful resolution of Kashmir issue.
Waza said that kashmiri youth besides get top level education are
taking up arms to fight against the illegal occupation and atrocities
of Indian rule is the clear cut message for India that India and its
rule in Kashmir is unacceptable. He said that international community
is bound to respect the sentiments of kashmiri people on humanitarian
grounds.
He said that atrocities’ done Indian army like killing our youths,
molesting our sisters can’t back hold the aspirations of people. He
said that kashmiri will continue its fight against the Indian rule

Kunan-Poshpora Mass Rape: Fresh petition seeks inquiry by SIT

Srinagar: Families of victims of the Kunan-Poshpora mass rape have filed a fresh petition in J&K High court, seeking constitution of a Special Investigation Team headed by SSP- ranked officer to complete the reinvestigation of the incident.
At least 32 women were allegedly raped by Army soldiers at Kunan-Poshpora villages in Kupwara district in 1991.
In the petition, five persons from victim families have prayed court to direct state government through Commissioner Secretary Home, Deputy Commissioner Kupwara, Director General of Police and SSP Kupwara to immediate constitute, within two weeks, a SIT “to carry out comprehensive investigation in the instant case and complete investigation within a period of 3 months from its constitution.”
“The government and the SIT constituted be directed to provide regular status report to the High Court,” they said.
Besides, the victim families are seeking directions to Government of India through defense Secretary and twelve other persons including chairperson National Commission on Minorities, Wajahat Habibullah, president Indian Federation of Working Journalism, K Vikram Rao, and Visiting Professor Centre for Police Research New Delhi, BB Verghese, to cooperate with SIT. “Deputy Commissioner Kupwara be directed to ensure that victim of Kunanposhpora are provided all the necessary relief, compensation as per relevant rules as well as SHRC recommendations.”
The petition has been filed Abdul Ahad Shah, Sara, Khira, Abdul Ahad Dar and Mohammad Amin Sheikh.
In their petition, they have submitted that there has been very little headway in the investigation conducted by Police.
“The government and police for 22-years had sought to ensure impunity for armed forces in the state. There has been never thorough investigation and it is clear that police could not wish to carry such an investigation,” they have said in the petition filed by advocate P Imroz.
“On 18 June, Sub-judge Kupwara gave police three months to complete investigation and on 13 September, SSP inquiry officer, got an extension of six months without providing petitioners an opportunity of being heard.”
The sequence of events, petitioners said, will show that from 1991 till date, there has been clearly established “mala fides on part of police and underlines immediate need for High Ccourt to intervene.”
On May 14 this year, the High Court had closed as “premature” a Public Interest Litigation, seeking reinvestigation into the alleged mass rape.
“On account of the pendency of statutory process for implementation of the recommendations made by the (State Human Rights) Commission in its report and also the pendency of the proceedings before the magistrate (in Kupwara), we are not inclined to entertain this petition at this stage,” a division bench of Chief Justice MM Kumar and Justice Ali Mohammad Magrey had said.
The bench expressed hope that a High Level Committee, which according to Advocate General MI Qadri was constituted by the government to examine the recommendations made by the SHRC, will seriously debate the suggestions and take decision expeditiously, preferably within four weeks.
The magistrate, court said, would also “do well” by deciding the issue pending before him expeditiously.
“We close the instant PIL leaving it open to the petitioners to approach this court as and when any final decision is taken, if so advised,” the court said.
Before disposing of the petition, the bench said, “We wish to clarify that in the present order we have not decided about the locus standi of the petitioners nor the objections concerning the maintainability of this PIL. All the questions have been left open.”
Last year on October 16, the SHRC had recommended the state government to reinvestigate the case. The Commission had also recommended the state to prosecute the then Director Prosecution who had sought closure of the case besides recommending Rs 2 lakh as compensation to the victims.
Quoting reports, the PIL had said that troops of 4 Rajputana Rifles “committed mass rape of 32 women of all ages and conditions, pregnant, deaf-dumb, mentally-ill, elderly (up to 70 years) between 11 pm and 4 am on the night of February 23/24 in 1991 in the (twin villages) of Kupwara during a cordon-and-search operation.”

Mukhtar waza visited Muqam to address really against police action on youths .
On the direction of Hurriyat Conference Chairman Mirwaiz Umar Farooq, today the Executive Member of APHC and the chairman of Jammu and Kashmir Peoples League Mukhtar Ahmad Waza today addressed a huge gathering at Muqam Islamabad South Kashmir.
During his speech, Waza condemned the police action in which dozens of youth were detained at Muqam during the protests against the accused of the lady who was allegedly murdered by her in laws. Waza termed Police action as unjustified and unfair action against youth in said who hold peaceful protests in the area demanding the immediate arrest of the accused.
Waza said, “Police instead of bringing the details to fore and taking action against the criminals and accused, are busy to pursuing the youth who protested against the incident.”
Meanwhile Mukhtar Ahmad Waza along with his party members Fayaz Ahmad Bhat, Zulfi, Shabir Ahmad and Zahid Zahoor visited the bereaved family and expressed sympathies. Waza further conveyed the Hurriyat Chairman Mirwaiz Umar Farooq’s message to the bereaved family.

Peoples League to remind UN to implement its resolutions on Kashmir via memorandum

Srinagar, Oct 25: While addressing a huge gathering after Friday congregation prayers at Brang Islamabad, Senior Hurriyat Conference Leader Mukhtar Ahmad Waza’s said the People’s League will pass a memorandum to the Secretary General UNO Mr. Ban Ki Moon to implement its resolutions on Kashmir. Waza further appealed people particularly the youth to send a memorandum UNO Secretary General through mail.
While terming Oct 27 as the blackest day in the history of Jammu and Kashmir, the chairman of Peoples League Mukhtar Ahmad Waza said it was on this day when India sent its armed forces to Kashmir to occupy it forcibly and to start a non-stop bloodbath which is continuing till the date.
Waza said India had promised right to self-determination to the people of Jammu and Kashmir through the United Nations resolutions but later on India backtracked from its promise and started delaying tactics to prolong its illegal occupation. He said that despite of the worst kind of oppression and suppression, India had miserably failed to crush the ongoing freedom struggle.
Waza has said that if the UNO is serious to resolve the Kashmir dispute he should impress upon India for implementing their resolutions which guarantee right to self-determination to the Kashmiris.
Waza appeals to Indian human rights groups to raise their voice against human rights violations and let the people of Kashmir decide their future according to UN resolutions. He said that stability of both India and Pakistan depends on a peaceful solution of issue of Kashmir according to the aspiration of people of Kashmir.
Meanwhile commenting on the recent report of Voice of Victim over the discovery of 130 unknown graveyards at Sumbal Sonawari, Waza appelead to the International Tribunal Court to investigate the matter very seriously and to order for an Medical Probe.

SRINAGAR, October 22: Executive member of Hurriyat Conference (M) and Chairman of Jammu Kashmir Peoples league Mukhtar Ahmad Waza has paid glowing tributes to the martyrs who fell to the bullet of Indian Border Security Force (BSF) personnel in Bijbehara on October 22, 1993.
While waza who visited Mazari-e- Shudha at Bijberaha today along with party leaders and activists paid glowing tribute to the martyrs and expressed sympathy with the families.
Remembering martyrs, he said that it was October 22, 1993 when Indian Border Security Force (BSF) personnel opened fire on a peaceful demonstration who were protesting against the siege of Hazratbal shrine by Indian Army and killed over 50 innocent civilians maximum among them the teenagers and left hundreds injured. He said even those who tried to help injured were also shot dead and thus Bijbehara massacre along with others like Kupwara, Baramullah, awkadal, mass rape incident in Kunan poshpora, Shopian, killing of youths in 2008, 2009 and 2010 remains a blot on Indian democracy and secularism.
Addressing the gathering, he said that no action had been taken, so far, against the killers of the innocent people despite passing of 20 years, proving that Indian and Indian agencies are involved in bloodshed that occurred in valley from last 67 years.
“The sacrifices of 1993 and even before or after that are assets for the movement and can never go waste. Who sacrificed their lives will serve as beacon light for the rest of us.” Waza said adding that Kashmir martyrs have center staged the Kashmir issue and because of the martyrs world on humanitarian grounds wants to resolve the issue and they sacrificed their lives for a sacred cause and the sacrifices would not be allowed to go waste
He said that the ongoing movement would be taken to its logical conclusion and appealed the international community, United Nations and world human rights watch groups to take a serious note of the human rights violations done by the security forces in the valley and to help resolve the Kashmir dispute in accordance with Kashmiris’ aspirations and relevant United Nations resolutions.
Waza castigated Omar Abdullah for pointing towards a war and said, “what does Omar mean by saying Delhi should think on other options rather than dialogue, we don’t want more bloodshed in the valley as we have rendered uncounted sacrifices for the resolution of Kashmir issue and it is now time to have peaceful and meaningful talks between India, Pakistan and genuine leadership of Kashmir for its resolution.” Adding LOC Skirmish will continue till Kashmir gets resolved according to the aspirations of Kashmiri people.
He said that Omar like people are responsible for the massacres that took place from time to time in Kashmir, as Indian army is.

Senior Hurriyat Leader and Chairman of Jammu Kashmir Peoples League, Mukhtar Ahmad Waza addresses Eid-ul-Azha congregation at Kadipora Islamabad Jamia Masjid. While addressing the congregation Waza felicitates Muslim brethren on the eve of Eid-ul-Fitr and urged people of Kashmir to observe this carnival with extreme austerity. Mukhtar Waza maintained that unfortunately, the people of Jammu and Kashmir were still kept deprived of right to self-determination and the promises made with them at international level were not fulfilled. . “The authorities can not suppress the Kashmiris’ liberation struggle through use of brute force,” he added. Waza said that the acts of Indian state terrorism perpetrated against innocent Kashmiris were aimed at silencing their just voice for right to self-determination, but the people of Jammu and Kashmir will continue their struggle for securing right to self-determination till its logical end.
Mukhtar Waza also urged the pro-freedom leaders to forge greater unity among their ranks to take the ongoing movement to its logical end.

discrimination. “Our struggle is not for territory, our struggle is for
people. We believe in right of self-determination of all peoples within

exercise of referendum determine the future of Jammu and Kashmir,” he
said.

Srinagar, Oct 05: Terming Kashmir as a police state, APHC on Saturday said that the state police subjected a high level hurriyat delegation from public affairs cell to worst treatment.
The spokesman said the delegation comprising of hurriyat’s public affairs cell leaders including Hakim Abdul Rashid, Abdul Rashid Untoo, Imtiyaz Ahmad Reshi, and Yasin mohamamd Malik were arriving from Sheeri Uri, a day after concluding the public contact programme, when they were intercepted by the contingents of police at pattan.
The spokesman said the delegates were kept in Pattan police station lock-up and then shifted back to Sheeri police station.
Completely ignoring the Muslim and basic human values, spokesman said that at Pattan police station the hurriyat leaders were treated as petty criminals and subjected to mental torture.
Sternly denouncing the unacceptable police action on hurriyat leaders, spokesman stressed that government should bear in mind that hurriyat represents the real aspirations and emotions of Kashmiri people. He said that the way the leaders were terrorized and oppressed, restrictions were put on their political activities, only reflects the policy of political retribution undertaken by the state against the hurriyat leaders.
The spokesman said that such despotic measures could never dislodge hurriyat leaders from undertaking the cause for which lakhs of people have laid their lives and property.

In a statement issued today, Waza demanded release of political prisoners, detained Hurriyat activists including Party Spokesman Imtiyaz Ahmad Reshi, Hakeem Abdul Rashid, Abdul Rashid Untoo, Yasin Hussan Malik who have been imprisoned in police station Shree Baramullah.
Waza termed it with the frustration of police and puppet authorities and said that pro-freedom leaders were peaceful and are fighting for birth right -right to self determination- politically.
Commenting on recent indo-pak border tension, Waza said that peace on borders or in south asia can’t be guaranteed till Kashmir gets resolved and solution to Kashmir issue would not be achieved unless India and Pakistan addressed the grievances and aspirations of the people of Jammu and Kashmir. '' Kashmir is a political issue, not a religious one, and it should be solved politically, taking into confidence the sentiment of 'freedom' being expressed by the people of the valley,'' he observed.
